Chief Legal Counsel
Robin Johnson serves as the Chief Legal Officer and General Counsel.
In this role, Robin also provides counsel and advice to the State Treasurer in connection with his duties as Vice Chairman of the State Fiscal Accountability Authority, a commissioner on the Retirement System Investment Commission, Chairman of the State Board of Financial Institutions, and as custodian of the South Carolina Retirement System funds, among other duties.
Prior to joining the State Treasurer’s Office, Robin served as the Vice President of Business Development and/or Chief Marketing Officer for three of NASCAR’s most respected Sprint Cup Series teams: Roush Fenway Racing, Front Row Motorsports and Richard Childress Racing. Robin led and directed the sales, marketing and business development initiatives and was instrumental in securing a sponsorship base that included Ford Motor Company, American Automobile Association (AAA), UPS, The 3M Company, Diageo plc (Crown Royal brand), Aflac, Kellogg's, SUBWAY Restaurants, The Scotts Miracle-Gro Company, CitiFinancial, CSX Corporation, Dish Network, Fastenal, The Coca-Cola Company, Valvoline, a division of Ashland Inc., W.W. Grainger, The U.S. Census Bureau, The National Highway Traffic Safety Administration, Citizen Watch Co. Inc., AOL Inc., The Sherwin-Williams Company, Cargill, Bosch, and Wiley X Eyewear, among several others.
Robin also helped advance the careers of numerous winning drivers at the highest levels of NASCAR including Mark Martin, Jeff Burton, Matt Kenseth, Carl Edwards, Kurt Busch, Kyle Busch, Greg Biffle, Trevor Bayne and David Ragan.
Born in Marion, S.C., Robin is a 1986 honor graduate of The Citadel, the Military College of South Carolina. Upon graduation, he received a commission from the U.S. Air Force and was the number-one graduate of the U.S. Air Force’s Intelligence School in 1987. Thereafter, he was entrusted with a top secret/SCI security clearance and served as an electronic combat and signals intelligence officer at Elmendorf Air Force Base in Anchorage, Alaska. While on active duty, Johnson directed the monitoring of unsecured Department of Defense communications, drafted security disclosure reports for the President and Joint Chiefs of Staff, and directed the activities of 35 intelligence specialists, analysts, and linguists. He also earned an MBA degree from the University of LaVerne during this tour of duty. In 1990, he was honorably discharged from the Air Force in order to attend the University of South Carolina’s School of Law on the G.I. Bill.
While attending the University of South Carolina School of Law, Robin earned American Jurisprudence Awards for obtaining the highest grades in contracts, constitutional law, and corporations. He was also a member of the South Carolina Law Review. In 1993, Robin graduated cum laude from The University of South Carolina School of Law and accepted a position in New York with the law firm Sullivan & Cromwell, where he specialized in securities, acquisitions, and commercial law. Robin also practiced with Willoughby & Hoefer, P.A., a prominent Columbia, S.C. based law firm specializing in complex investment, banking and finance matters, among other areas of expertise.
Robin is married to Emily Linder Johnson of Bennettsville, S.C., and they have three children – Erin Suzanne, Lachlan Claire and James Thomas (“Jake”).
