"Instead of a blue sweater, you could give a check for college," said South Carolina Treasurer Curtis Loftis in a recent U.S. News & World Report feature.

Each state has its own 529 college savings plan, the article points out, but South Carolina not only makes things even easier, but provides some of the best tax advantages in the country.

Or, for those who do not have a Future Scholar plan, friends or relatives can open an account for them and even print out a gift certificate showing their contribution.

"I think the greatest gift that anyone can give another is the gift of higher education,” Loftis said.
