State Treasurer Curtis M. Loftis, Jr.

Curtis Loftis is the State Treasurer of South Carolina. As Treasurer, he is the state’s "private banker,” managing, investing and retaining custody of tens of billions of dollars in public funds.

Curtis Loftis HeadshotTreasurer Loftis is a nationally recognized advocate for public pension reform, a cause he has championed since taking office. His leadership has been featured in numerous publications, including The Wall Street Journal, The New York Times, Bloomberg, Institutional Investor and Bond Buyer. He is a sought-after speaker and has presented to groups such as the Wall Street Journal Private Equity Conference, The SkyBridge Alternative (SALT) Conference and the World Pension Forum. In 2013, he was named “Friend of the Taxpayer” by the South Carolina Association of Taxpayers.

He was elected in 2010, winning all 46 counties, and also swept the state in the 2014 election.

Since taking office, Treasurer Loftis has returned $158 million in unclaimed funds to South Carolinians – more than all previous state treasurers combined. He also has overseen an increase in the number of enrollees in the state’s Future Scholar 529 College Savings Plan to more than 150,000 accounts and total assets of $3.5 billion. Additionally, Treasurer Loftis administers the South Carolina ABLE Savings Program, providing eligible individuals with disabilities the opportunity to open tax-advantaged accounts in order to save for their future.

Treasurer Loftis is Chairman of the State Board of Financial Institutions, Vice Chairman of the State Fiscal Accountability Authority, Southern Vice President of the National Association of State Treasurers, Vice Chairman of the South Carolina Education Authority and Vice Chairman of the South Carolina Tobacco Authority. He also serves on the executive board of the College Savings Plans Network and is Immediate Past President of the National Association of Unclaimed Property Administrators.

He is a member of the Cayce-West Columbia Rotary Club, and a 1981 graduate of the University of South Carolina.

Boards and Commissions

Treasurer Loftis serves on the following boards and commissions:

Vice Chairman of the State Fiscal Accountability Authority 
The State Fiscal Accountability Authority is made up of the Governor, the Treasurer, the Comptroller General, the Chairman of the Senate Finance Committee, and the Chairman of the House Ways and Means Committee. The Authority is comprised of the Insurance Reserve Fund and the Division of Procurement Services. An independent auditing function is administered through the Office of the State Auditor.

Chairman of the State Board of Financial Institutions
The Board supervises financial institutions under its jurisdiction through the Bank Examining Division and supervises mortgage originators and lenders, finance companies, pay day lenders, and title lenders through its Consumer Finance Division.

Vice Chairman of the South Carolina Education Authority
The Treasurer is the custodian of the Authority's funds.

Vice Chairman of the South Carolina Tobacco Authority
The South Carolina Tobacco Authority administers the tobacco settlement funds. The Treasurer is the custodian of these funds.

South Carolina Retirement System Investment Commission
The Treasurer appoints a member to the Commission which invests and manages all assets held in trust for the participants and beneficiaries of this thirty-one billion dollar investment pool.

State Treasurer Curtis Loftis visits his food pantry in Ternopil, Ukraine

Away from the office, the Treasurer is busy serving others. In 2000, he founded and is the benefactor of The Saluda Charitable Foundation. The Foundation focuses its giving on the education, nutrition and medical care of children, especially those with disabilities. Saluda Charitable has served more than 300,000 meals, built a church, renovated schools and hospitals, sponsored medical missions and food pantries.

Curtis Loftis is an avid outdoorsman. He enjoys spending time hiking, fly fishing, rock climbing, hunting, and clearing his land. His love of travel has taken him all over the world and led him to establish his philanthropic organization to help people in less developed countries.
