Treasurer Curtis Loftis Names Shelly Kelly as New Senior Counsel

South Carolina Treasurer Curtis Loftis has appointed Shelly Kelly as the agency’s new Senior Counsel.

Kelly is an attorney with more than two decades of experience in regulatory, administrative, contract, health care and education law. She most recently served as the Director of Health Regulation for the S.C. Department of Health and Environmental Control, where she oversaw the licensing and regulation of the state’s health care facilities and services. She was also a board member of the Board of Long Term Health Care Administrators at the Department of Labor and served as a member of Governor McMaster’s Opioid Emergency Response Team.

In addition, Kelly served as General Counsel for the State Department of Education. During her 23-year tenure with the agency, she successfully litigated a landmark case against the U.S. Department of Education which resulted in restoring more than $36 million in federal funds to the state of South Carolina.

“Shelly has a wealth of legal experience that has benefited South Carolinians for more than two decades, and we are pleased to have her join our team at the Treasurer’s Office to support our efforts as the state’s bank,” Treasurer Loftis said.    

Kelly is a 1987 graduate of North Carolina State University with a BA in political science, and she received her JD from the University of South Carolina School of Law in 1990.
