State Treasurer Curtis Loftis Announces Promotion of Two New Division Directors

Leann Miller has been named the Director of Banking, and Mike Addy has been named Director of Investment Management.

South Carolina Treasurer Curtis Loftis has announced the promotion of Leann Miller as the new Director of Banking and Mike Addy as Director of Investment Management.

“I am happy to congratulate Leann and Mike on their recent promotions to lead our Banking and Investment divisions,” said Treasurer Loftis. “Both are valued leaders in their respective areas of banking services and investment management, and I am pleased we were able to tap into the outstanding talent we have within our agency to fill these roles.”

Miller, a West Columbia resident, came to the State Treasurer’s Office in 2016, after serving in several accounting and finance roles with the SC Department of Disabilities and Special Needs. Her division coordinates and provides banking services for state agencies, colleges, and universities to respond to their needs in selecting and implementing appropriate banking solutions as well as ensure they have adequate collateral to secure state funds. The Banking Division also maintains the accounting for the state investments and the Local Government Investment Pool.

A Gilbert native, Addy rejoined the State Treasurer’s Office in 2020 as the Senior Portfolio Investment Analyst with more than 30 years of institutional investment experience. Previously, he worked for the SC Retirement System Investment Commission, where he managed the internal fixed income portfolios. He also worked for the State Treasurer’s Office in investments as well as with AgFirst Bank. The Investment Management Division invests and manages state and local government funds in accordance with state law to preserve capital, maintain liquidity and obtain the best return within appropriate risk parameters.
