Jackie D. Hipes

Interim Director of Debt Management

Jackie Hipes joined the State Treasurer’s Office staff in January of 2022 as an Accountant/Fiscal Manager II in the Debt Management Division. She was recently named the Interim Division Director and is responsible for the management and issuance of bonded debt for the State and its agencies.

She previously served as the Debt and Capital Manager for the University of South Carolina. Jackie has also worked in private sector accounting and banking for more than 26 years.

Jackie graduated from the University of South Carolina with a degree in accounting. She resides in Irmo, where she enjoys spending time with her husband and two daughters. In her free time, she likes to travel and attend concerts and plays.
