Shawn Eubanks
General Counsel
Shawn Eubanks joined the State Treasurer’s Office in June 2019, and was named the agency’s General Counsel in 2025.
Shawn has over 15 years of experience in a broad range of areas including complex litigation, appellate advocacy, employer advisement, organizational and board governance, banking and financial regulation, and numerous other governmental and legislative matters. Prior to joining the State Treasurer’s Office, he served as a partner at a Columbia-based litigation defense firm, where he primarily represented schools and state agencies. During his career, Shawn has also served as Deputy General Counsel for the State Department of Education, and operated a solo practice.
Shawn graduated from the University of South Carolina with a Bachelors in English, and received his Juris Doctor from the Charleston School of Law. He has held the “AV Preeminent” rating – the highest possible rating in legal ability and ethical standards from Martindale Hubbell – since 2014. In 2016, he was named a SuperLawyers “Rising Star” in the area of Civil Litigation, and was also named one of the “10 Best Attorneys” in Employment Law by the American Institute of Legal Counsel. In 2019, he also earned the “AV Preeminent Judicial” rating which indicates “perfect ratings from the judiciary.”
Shawn is licensed to practice before all State courts in South Carolina, as well as federal courts for the District of South Carolina, and the Fourth Circuit Court of Appeals. While at the State Treasurer’s Office, he also earned a Chainalysis Cryptocurrency Fundamentals Certification.
